Development Pathways have just released a new database of disability benefits (see email below). This is a very useful contribution to what Stephen Kidd describes in his blog as the "the neglected social security instrument".


It is also an important complement to HelpAge's social pensions database (found here: http://www.pension-watch.net/about-social-pensions/about-social-pensions/social-pensions-database/)


I'm sure many of will be eager to share with your contacts.

New Disability Benefit Database Available (and a blog)

Today is the International Day of Persons with Disabilities. So, as a contribution, Development Pathways is delighted to share with you two resources highlighting the importance of disability benefit schemes.

The Disability Benefit Database

Development Pathways has created a database providing information on the disability benefit schemes available in middle and lower income countries. To date, we have found 48 disability benefit schemes in 34 countries.

The database will continue to grow as we obtain more details on schemes, and we invite you to provide us with any information or corrections that you may have.

 

Disability Benefits: The Neglected Social Security Instrument

In his blog, Stephen Kidd argues that disability benefits should be given more prominence in the social policy of low and middle-income countries. If designed well, disability benefits can make a significant difference to the lives of many people, providing compensation for the additional costs that many people with disabilities face in accessing employment and care. Persons with disabilities comprise over 10% of the population but disability benefits are rarely given prominence in discussions on social security in developing countries, potentially reflecting discriminatory attitudes or indifference. However, a number of developing countries - such as Mauritius, South Africa and Uzbekistan - provide significant level of support to persons with disability across the lifecycle, with investment reaching more than 2% of GDP in Uzbekistan. These countries should be used as models by other low and middle income countries.
