Purpose of the Position
 
Based within the Disability Unit, under the guidance of the Senior Adviser on Children with Disabilities, you will provide technical support to UNICEF's work on children with disabilities and particularly to devise and implement a strategy for the roll-out of the revised 2007 programme guidance note on inclusion of children with disabilities to regional and country offices; initiate and guide the development of training tools as well as advocacy for UNICEF's support to the
implementation of the Convention on the Rights of the Child (CRC), The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Convention on the Rights of Persons with Disabilities (CRPD) as they relate to children with disabilities; and to support UNICEF's efforts in developing and implementing policies, practice and programming focused on the mainstreaming of children with disabilities# issues in Headquarters, Regional and Country Offices around the world.
 
Key Expected Results
 
1. Provides expert advice to support UNICEF globally in integrating the rights of children with disabilities across programming. Working in coordination with Division of Policy and Practice (DPP) and Program Division (PD) technical sections on policy and the development of technical guidance on inclusive programming.
 
End Result (s): Enhanced technical guidance and improved technical support and resources on inclusive programming will be available and easily accessible to Headquarters, Regional and Country Offices.
 
2. Partnerships
-Supports the senior adviser on children with disabilities by liaising with disability related CSOs, including Disabled Peoples# Organizations (DPOs), donors, UN agencies and other strategic partner organisations to enhance coordination on inclusive programming at the country, regional and global level.
-In coordination with DPP and PD Sections, organizes and coordinates the activities of a global forum on children with disabilities and equity bringing together UN agencies, donors, INGOs, DPOs, governments and academic institutions to develop global coordination on inclusive programming for children with disabilities.
-Coordinates actions among UNICEF staff and partners in global, regional and country levels. Maps existing and potential stakeholders. Participates providing technical inputs for the development of common principles and sustainable strategies for global programme partnerships with focus on the inclusion and the mainstreaming of children with disabilities' issues into the development agenda.
 
End Result (s): Strengthened relationships and coordination with major organizations to enhance results for children with disabilities through inclusive programming. Strategic stakeholders profiles defined for joint work.
3. Data collection and analysis on the situation of children with disabilities in UNICEF supported programming
-In response to country and regional offices, identify major gaps with regard to data on the situation of children with disabilities and monitor UNICEF#s results regarding inclusive programming. Liaise with the Statistics and Monitoring Section, PD technical sections and other relevant sections to identify the most appropriate ways to fill these information gaps, with particular emphasis on the regional and country level, and provide guidance and technical support for addressing these gaps
 
End Result (s): Improved information and technical knowledge in UNICEF#s programming for children with disabilities.
 
4. Capacity building
-In coordination with DPP and PD, identify and/or develop training opportunities to support increase knowledge and understanding on inclusive programming with an emphasis on children with disabilities at the global, regional and country level, including training applicable to UNICEF partners at the local level (e.g. governments and civil society). Identify potential target audiences, disseminate/promote training opportunities among target audiences, maintain database of qualified professionals in this area of work, report in impact of sustained capacity through training.
 
End Result (s): Strengthened knowledge and understanding among UNICEF staff and partners on inclusive programming and the rights of persons with disabilities.
 
Qualifications of Successful Candidate
 
Advanced university degree in social sciences with a specific focus on children and disability. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Eight years of professional experience of working on issues of childhood disability, at least six years of which should be in the context of low and middle income countries. Experience of national and international level advocacy on disability issues, of programme planning and implementation, and of guiding monitoring and evaluation efforts in a development agency context is required. Clearly demonstrated ability to conceptualize development issues and write high quality technical reports, analytical materials and project proposals is essential. Direct field and community level experience in
programme execution, involving government and international development agencies is highly desirable.
Fluency in English and another UN language is required.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
