Strengthening inclusive education
Jo Walker (GCE) launching the new GCE policy report at CBM symposium
The 2014 policy report of the Global Campaign for Education (GCE), "Equal Right, Equal Opportunity – Inclusive Education for Children with Disabilities", was launched by Jo Walker (GCE interim head of policy) on the 3rd of December at the international CBM symposium "Making Education Inclusive for People with Disabilities in Development Co-operation" in Berlin, Germany.
To commence the GCE campaign, CBM Germany and approximately 80 participants from government agencies, parliament, academia and civil society organizations strategised on how to strengthen inclusive education for people with disabilities in low- and middle income countries.
Education must be priority
Panel discussion at CBM Symposium with (from left to right) Lena Reiplinger (German Federal Ministry for Development Co-operation), Ute Koczy (former Member of German Parliament) Dr Ute Finckh-Krämer (Member of German Parliament), Karin Roth (moderator of the symposium and former Parliamentary Secretary of State), Dr Claudia Lücking-Michel (Member of German Parliament), Rima Canawati (Bethlehem Arab Society for Rehabilitation, Palestine)
CBM project partners from India, Nicaragua and Palestine demonstrated that despite barriers such as prejudice and stigma, inclusion of children with disabilities into regular schools is not only possible but can be quite successful using promising methods such as the community-based rehabilitation approach.
However, academic experts Dr. Susie Miles of the University of Manchester and Professor Dr. Reinhard Markowetz of the Ludwig-Maximilian University made clear that lack of accurate data is one of the biggest challenges in devising adaptations for education systems in developing countries, and should be an issue of high importance in light of the new Post-2015 agenda, alongside other important topics such as the human rights based approach, teachers training and early childhood education.
The final panel discussion included representatives from politics and civil society and addressed how governments worldwide can support the development and financing of inclusive education systems. Besides asserting that education must be a priority in national budgets, the panelists affirmed that, in addition to the international community, the German Development Cooperation should be encouraged to increase their support for the Global Partnership for Education (GPE).
CBM Germany will continue its activities within the German GCE Coalition with new activities in the year 2014.
